General Statement:

The Senior Account Clerk is responsible for supporting the biweekly payroll processing in a highly complex organization. Maintains payroll information by collecting, calculating, and entering data. Updates payroll records by entering changes in exemptions, insurance coverage, savings deductions, and job title and department transfers. Determines payroll liabilities by calculating employee federal income, state income, social security taxes, employer’s social security, and unemployment and workers compensation payments. Provides payroll information by answering questions, responding to requests and providing direct customer service to employees. Maintains payroll operations by following policies and procedures; reporting needed changes.

The work is primarily of a routine nature and involves the application of standardized account keeping practices in maintaining and reviewing financial account and records. Account clerks usually work under general supervision of standard assignments in accordance with definitely defined procedures. Supervisors are available for consultation on unusual problems and provide instructions on all new or difficult assignments.

The City School District of Albany is seeking a highly qualified and experienced professional to lead the Human Resources Department and serve as a key member of the Superintendent's Cabinet.

Responsibilities include:

  • Oversight of all Human Resources Operations, including:

    • Recruitment and Staffing

    • Benefits and Leave Administration

    • Civil Service Administration

    • Board of Education personnel agenda

    • Compliance with Education Law, Civil Service Law, and State and Federal labor laws

  • Compliance and Administration:

    • Certification compliance

    • Tenure Management

    • Employee evaluations

    • Manage DOL, BEDS, and other mandatory state and federal reporting requirements

  • Labor Relations: 

    • Administers provisions of all collective bargaining agreements

    • Participates on labor management teams, negotiation teams, and grievance resolution teams

    • Manage employee investigations and discipline

  • Serve as the District’s Title IX Officer

  • Serves as a Member of the Superintendent’s Cabinet, attending weekly meetings to resolve District issues, develop strategic goals, and grow and retain a talented workforce

DISTINGUISHING FEATURES OF THE CLASS:  Under general direction, the incumbent is responsible for all aspects of payroll processing to ensure compliance with Federal, State and local laws, which involves working with departmental payroll clerks to assist in the accurate completion of payroll records.  The incumbent must maintain accurate accounting records of all transactions and performs related work as necessary for the efficient fiscal functions of the School District.  Confidentiality is essential.  Supervision of others is not typical of this class.   
 
 
TYPICAL WORK ACTIVITIES:  (Illustrative only) 
 

  • Receives and processes payroll information and timesheets from District departments and buildings;
  • Verifies the accuracy of payroll forms for various personnel transactions;
  • Verifies accuracy of weekly payroll reconciliation to manual and computer produced reports;
  • Oversees garnishee records and accounts;
  • Enters and retrieves information in an automated information system;
  • Enters payroll information and accrued benefits into computer system;
  • Runs final payroll and prints checks after all data is verified;
  • Sorts and distributes payroll checks;
  • Prepares and submits all required payroll reports;
  • Oversees all payroll deductions and submissions;
  • Does related work as required.

Range $65,000 - $75,000
